The practical points
The MTR is acceptance evidence; it does not independently define or rewrite the ordered requirement.
Cross-check producer, heat and lot, grade, product specification, condition, chemistry, mechanical or hardness results, and certification statements.
Preserve the physical traceability link and obtain an authorized written disposition when the documents and material do not match.
Read the order first, then the MTR
A mill test report is lot-specific evidence. It should be reviewed against the purchase order, accepted quote, order acknowledgement, incorporated specifications, and approved changes. The MTR does not independently define the ordered requirement.

If the MTR and order do not tell the same story
- Hold the material and preserve physical identity.
- Record the exact mismatch and affected heat/lot/pieces.
- Ask the supplier for clarification or corrected evidence without altering the original record.
- Route any proposed deviation or substitution to the buyer’s authorized approver.
- Retain the disposition with the receiving and lot record.

Put it on the purchase description
If diameter tolerance, straightness, roundness, surface finish, hardness, chemistry, origin, or documentation can affect acceptance or machining performance, state it explicitly. A familiar grade name is not a complete purchasing specification.
